I have been recycling for years. The waste management collects it, takes it and recycles it. What happens to all the money they make from all that?

I want to open a recycling plant soon and need information on who buy’s the recycled material from you. Do the local council also help, and with whom do i need to speak to to get the go ahead. The more information i get the better chance i have of opening the plant and relising my dream off running my own buisness.
I had a couple files deleted from my computer and I can’t seem to find them in the recycling bin either so I’m thinking they were completely deleted. Is there anyway I can recover them and if so how?! Thanks in advance!

When households throw our garbage to the recycled bins, the local council pick up and send to the recycling center where the stuff get sorted. The recycling company will buy the sorted and baled products, where they will do further processing. Then what happens after that? Who buys from the recycling company ?
I’m currently in the process of cleaning up my iTunes library. It was moving to the recycling bin, but I’ve just noticed my computer has stopped doing this and is only deleting from the library, so that the files are still on the computer. My friend had a batch of pictures on his camera and he accidently deleted them from him SD card and from his recycling bin. My company prints a type of plastic that is currently unable to be repurposed or recycled. We throw out tons of scrap plastic and would love to have a viable recycling option. Where would I go to research methods for recycling this scrap? Would a University or other organization be able to help with this? Who would I contact and how could I learn more?
